That's the NSA for you, they find all these exploits to use to break into seevers and compiters and keep them for later use while hiding them from companies the write antivirus and antimalware definitions. The basis for this exploit was released by a hacking team that found this as part of the NSA "Toolbox".  

This exploit could have been blocked a long time ago if the NSA turned over info to Microsoft or others.

Best way to protect yourself from this is have a good backup of all your important files, if they lock your systems, do a reinstall.

Sometimes, you got to wonder if this was made in purpose to attack other countries to cripple their data. Anyhow, not really happy about it that it showed how Microsoft can be still vulnerable. There are ways to minimize the risk by doing Windows Update and some AV are already up to date to show you how to block that attack such as Kaspersky Total Security already gave an info how to prevent it. But, indeed, better backup in external devices your important data. Like they say, better be safe than sorry.

WikiLeaks is releasing 2 CIA user guides for weappnized malware called Assassin and AfterMidnight. Also, there are publishing info about tools called Weeping Angel which is designed to allow access to some Samsung Smart televisions and access the built in microphone. There is even tools called Marble that blocks or hampers forensic investigators from attributing malware, viruses, rootkits, hacking attacks, etc to the CIA. Apple Macs aren't safe from the CIA, the have Dark Matter for you guys and NightSkies for the Apple iPhone.

who the heck controls WikiLeaks to release such things? And, are there programs to prevent for phones for Samsung or Blu ?
